On April 8, market sources reported that TikTok plans to invest USD 1.16 billion to construct its second data center in Finland. Located in Kouvola, Finland, this facility is a key component of TikTok's "Project Clover." Expected to be completed by the end of 2026, it will be used to store localized data for approximately 175 million European users.

TikTok will invest EUR 1 billion (approx. USD 1.1 billion) in this project as an essential part of "Project Clover." Local developer HyperCo Oy is responsible for the construction. The project aims to provide localized data storage for 175 million European users in response to the European Union's strict data privacy regulations. The project is expected to begin operations in 2026 and will utilize renewable energy to reduce energy consumption.
