On October 9, China’s Ministry of Commerce and the General Administration of Customs jointly announced new export control measures, effective November 8, covering items related to superhard materials, rare earth equipment and raw materials, five types of medium and heavy rare earth elements including holmium, as well as lithium battery and artificial graphite anode materials. The ministry said these items have dual-use attributes, and the controls align with international practice to safeguard national security and fulfill nonproliferation obligations. The measures are not aimed at any specific country or region; legitimate export applications will be approved after review. China also expressed willingness to engage in dialogue with relevant parties to maintain stable global supply chains.
